This controller is also known as a wig-wag or train crossing flasher. Imagine if you connected just one bulb to each channel, then each bulb would flash on and off alternately, like a police car's headlights, or the red warning lights at a railroad crossing.
When you connect a light string to each channel, you have two strings which alternate. This is handy if you want to give a display piece back and forth motion, such as a tin soldier pointing his arm the direction you want cars to turn, or Santa waving his arm.
